I need to clear my ie address bar and clear history is not doing the trick. They are locked and need

I've tried everything that I know how to and cannot get the address bar cleared. I can clear the history and it seems to do the job, but if you clear the address bar and hit the down button on the keyboard a bunch of non-typed urls pop up.
