Open an IE window (make sure there is only one). Maximise the window. Hold down shift and click X to close the window. That will force IE to open new windows maximised.

Right click your IE browser icon and come down to "Create Shortcut", on the short cut right click and drop to Properties, on the Properties tab click "Shortcut", now drop to "Comments" and click to "OPEN MAXIMISED, click "Apply" and OK. Next time you use windows double click IE and if it opens Maximised like it should, then delete the shortcut.|||open IE and line up your cursor along the edges until you see a double arrow, left click and hold while you pull the edge to the size you want, do this with all 4 sides.
Your browser will always open at this size from now on. It's the only thing that has worked for me.
