You cant really "reformat" IE since it is built into windows, but the good news is you dont have you. You just need to get rid of the virusus and spyware on your computer which are probably causing this.

There are lots of questions on here about getting rid of them, a few reccomendations are get:

AVG, Spybot, and Ad-Aware, all three are available online for free. Download them, update them, and run them. Once they are done running, all your viruses and spyware should be gone, that should solve the problem.
