I manage a website that is no longer compatible with my recent web browser upgrade. I can no longer view text on the website administrator page and the website help desk told me that I need to downgrade the browser to be compatible with IE 7 or else reconstruct the website with my current browser.

This question sounds like talk from a 4 year old. What do you exactly mean? Downgrade what? A cheeseburger? You have to reconstruct your site if you want to view it in another browser. And that's a good idea, considering more than 20% of the world is now using Firefox.
