One of my friend got this pop-up message saying that "Runtime error - Do you wish to run debug?".
He actually wanted to print out one of his email from Microsoft Outlook 2003. I had tried searching for the solution via microsoft support website, but I couldn't find what I want.
I remember that we can actually add a registry value or key through Run -> Command, but I'm not sure what the value could be of?
Anyone knows? Kindly advise...

debugging will only give you the correct solution in non-understandable language. w you will end up in headache anyway. and don't go to microsoft support website, they give right answers to the wrong questions.

This is not a big issue. Sometimes when your programs stops unexpectedly or when they perform unexpectedly this message box come. You don’t have to debug the program (unless you are a programmer) just say NO for that and run the program back. Next time when you try to get the printout this message may not appear.
