You may have your IE browser security settings too high.
With IE open try (note, this is for IE 6, so you may need to do something similar if you use a different version):
1. Click "Tools" then "Internet Options"
2. Click the "Security" tab
3. In the "Internet" section Click "Custom Level"
4. When done, select "medium" in the "Reset to" section.
5. "Click Reset"
You could repeat this for the other "Zones" too.
If this doesn't help, you may have some form of spyware, look for programs such as "Adaware" or "Spybot Search and Destroy". Or perhaps refer to a computer specialist.
