im trying to make and icon or another name for it is 'gif' from a video on Windows Movie Maker and i cut up the10 second seen i want ad i saved it, but now how i make it into a gif?

Well, to make a .gif, you need to have still frames and then some software to play them together. That software is Photoshop, but to capture the frames might be a bit tricky. You can try Print Screen, which is a little button at the top right section of your keyboard that will take a screenshot of your monitor. Thing is, you can only store one shot at a time, so you'll be going back to the video after every time you take a screenshot, crop it, and make it part of a .gif. It's a bit complicated, but I think it'll work.
