The fix is needed for computers that do not sync with a network time server. Before, DST started on a certain day of the year, and ended on another. The OS kept data that tells it what day to adjust the clocks in its registry. Now that information is wrong. This update corrects it. It should be installed automatically if you update Windows.

It's like me giving you the newest calendar, and then the government saying that January lasts till the end of summer. It is not Vista's fault that someone changed the time scheme after it was released.
