As for your problem, the issue might not be with your computer. I had a similar problem at home with my laptop, but the problem was only at home. I replaced my wireless ADSL modem and suddenly no problems.

You should call your ISP and tell them what the problem is. Most likely it's either your modem or them. If that's not the problem then you should definitely try Firefox and see if the problem is just IE.

If that doesn't fix it, your best bet is to back up what files you need and then reinstall Windows.

If that still doesn't fix it, then you need to see if you can get your computer repaired as you've limited the possible issues to hardware on your computer.
